Abstract

The principle of association is implemented and supported by public policies for the stimulation and development of forms of association, as a result of financing opportunities but also of the dynamics and flexible orientation of the private environment towards the public sector. The managerial activity in the South-East Region of Romania is a sum of the principles and functions of all public entities. Innovations, productivity increases and the development of specializations in the reference areas of the clusters, must be correlated with the concerns of public sector management for the use of performance measurement methods. Cluster component organizations are components of the public and private sectors that provide and deliver products, services, works and/or ideas to the general public. The competition of managerial ideas converge towards the public interest, which together with the competitiveness imposed by the demands of the public sector and the innovation of clusters, will lead to a positive, interactive, operational and interdisciplinary impact. The connections based on principles, characteristics, the geographical proximity of the South-East Region of Romania and the innovations of the clusters, have an impact on the managerial development of public entities, as they become poles of interest for the clusters in the region, through specialization, productivity and performance.
