The Right to Petition of Citizens in the Relationship System with the Public Administration: Analysis of the Support Provided through Artificial Intelligence
Abstract
Public administration authorities are established, organized and operate to meet the needs ofcitizens. Respect for the fundamental rights of citizens by all public entities is the guarantee of ademocratic state. One of the fundamental rights that citizens have in relation to the local publicadministration is the right to petition. In the citizen-public administration relationship system,can the "computer message" respect the right to petition? Artificial intelligence (AI) is theguarantor of informational accuracy that receives citizens; complaints and "intelligently";transmits the image of respect for fundamental rights. Does the public administration, byproviding the AI-based relational system, ensure respect for the right to petition? The answer,theoretical but also practical, will open future directions of analysis and reporting on the respectof the fundamental rights of the citizens but also the obligation of the public administration tocome to the support of the citizens.
